This was actually a task assigned, and accepted by Sean, way back, but I realized it wasn't in JIRA and should be.

We are currently deploying Solr in jetty. Based on feedback from other Blacklight users, I think about bugs in Jetty with non-ascii chars in query, and the fact that other BL users we know of are deploying in Tomcat (and possibly other criteria?), we had decided to move over (or at least explore moving over) to deploying in Tomcat.

Sean had taken on this task, of investigating, deploying if it's no problem to do so, or reporting back if it was, so I've assigned this to him.
